Duties
You will be responsible for managing the assigned resources in a visionary, collaborative, and customer-focused manner to support IT, Information Systems (IS) and Network Infrastructure initiatives
You will create and maintain an atmosphere that promotes positive inter-personal relations and open communications between employees and supervisors
You will oversee work with critical CIO priorities, programs, such as, cloud, network-based, off-network-based , military justice, legal assistance, national security law, claims, disability evaluation, command advice, and IT Operations
You will develop the Program Objective Memorandum (POM) and Secretary of the Navy Review Board (SRB) budget submissions in coordination with the OJAG/NLSC Comptroller and JAG Corps leadership
You will develop project plans, organize and conduct project team meetings, prepares status reports, and uses authorized business tools to support CIO requirements, and prepares documentation that supports successful project outcomes
You will develop and maintain a dynamic customer service division that tracks and monitors customer IT trouble calls, requests, complaints
You will oversee and manage the development, dissemination, execution, and management of critical agency and strategic organization IT policies and standards
You will supervise assigned personnel; plans and assigns work; sets priorities; advises on program goals and objectives; and makes decisions regarding solutions

Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area, Cyberspace Policy and Strategy Planner within 12 months of appointment.
- You must earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV 5-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the assigned position
- You must participate in a continuous learning program as described in SECNAVINST 1543.2.
- You must obtain Licensures/Certifications/Professional Registration: Department of Defense (DoD) Chief Information Officer (CIO) certification.
- You will be required to obtain and maintain a current valid United States drivers license.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-14) in the private or public sector performing IT Policy and Planning work, including directing lower graded personnel and performing the following:
1) Developing and managing the enterprise structural framework to align information technology (IT) strategy, plans, and systems with the missions, goals, and processes of the organization.
2) Developing and promulgating Information Technology strategy, policy, guidance, and plans. Monitor to ensure consistency and compliance.
3) Protecting and defending information and information systems in order to ensure confidentiality, integrity, and availability. (AKA Information Assurance).
4) Planning, distributing, coordinating, and monitoring work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
5) Developing or implementing strategy and plans for utilization, tracking and management of information resources (such as personnel, equipment, funds, and Information Technology) in order to enable organizational and enterprise missions.
6) Executing an information technology project from initiation to sustainment to fulfill established requirements that meet specified business missions.
7) Developing and maintaining IT customer service operations for an enterprise.
