Duties

Provide oversight of funds and budgetary issues pertaining to the USAMRDC Headquarters Utilize the General Fund Enterprise Business System (GFEBS) to process budgetary transactions including direct charges, Military Interdepartmental Purchase Request (MIPR)?s, Purchase Requests, and funding moves Utilize the General Fund Enterprise Business System to obtain a daily status of funds report in order to analyze, monitor, and track commitments and obligations to ensure targets are met Apply fiscal law in order to process and certify Purchase Requests (PR?s) based upon purpose, time and amount principles Receive, administer, and monitor funds distributed to subordinate activities and programs Develop budgetary policies Serve as the financial advisor to manage single and multi-year appropriations Compile, summarize and interpret budget reports and make detailed projections for annual budget execution Communicate budget analysis with customers and provide good customer service skills in order to advise on fiscal issues

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level II Certified position.
  • Obtain and Maintain a Secret Security Clearance.
  • Business Travel Required up to 5% of the Time.
  • Appointment is subject to a two year probationary period.

The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. Employees will become DoD employees upon transfer to the DHA. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes experience (1) utilizing an automated financial system, such as General Fund Enterprise Business System (GFEBS), to process commitments and obligations, (2) making budgetary projections for annual budget execution, and (3) developing and implementing budgetary policy and/or guidance to customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
