You will serve as a Program Analyst in the Enterprise Logistics Engineering Department (N6) of CNSSC MECHANICSBURG NWCF MHA.
Duties
You will manage projects/programs and analyze progress towards achieving objectives. You will identify potential program execution problem areas, and recommends solutions for redress.
You will serve as the primary authoritative expert for the Assistant Commander (ACOM) Directorate (N6) in the program management, development and implementation of Information Technology (IT) financial acquisition requirements
You will review program management plans and proposals for feasibility of new programs/projects; providing program analysis and evaluation to ensure managers can effective execute programs
You will analyze new or proposed mandates and regulations, and determine impact to program plans, operations or management.
You will serve as the Contracting Officer Representative, Alternate Contracting Officer Representative, Technical Point of Contact (TPOC), or Trusted Agent for contracts in support of Programs/IT systems.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the duties of a Program Analyst with advanced knowledge of program analysis methods in order to provide program, statistical, and financial analysis for IT Systems. Specialized experience should include most or all of the following: 1) Analyzing and verifying the accuracy of information in order to provide a coordinated response to IT Budget data calls; 2) Financial phasing and execution plans; 3) Enterprise Resource Planning (ERP) knowledge sufficient to run reports and create Purchase Requests (PRs); 4)Knowledge of appropriate use of multiple appropriations, Operations and Maintenance (OMN-R/OMN: BSIT, 4A1M, 4B3N, & 1CCY), Procurement, (OPN); Navy Working Capital Fund (NWCF) and NWCG Capital Investment Planning (NWCF-CIP); and 5)Familiarity with Program Budget Information System (PBIS-IT) budget exhibits.
