About the Position: You will serve as an Operations Plans Specialist responsible for planning, formulating, coordinating, and documentation development associated with diverse operational plans for Office of Military Commissions (OMC) operations at the Mark Center, Fort Meade and other locations as assigned.

Duties

Plans, analyzes, formulates, and coordinates Office of Military Commissions (OMC) operational plans (OPLANS) for OMC events, tasks, and missions IAW FM 101-5 and all Army Regulations and Publications as well as Fort Meade regulations. Embeds to gain and exercise expert knowledge of Fort Meade operational capabilities, legal and regulatory requirements, and devises viable and achievable OMC OPLANS. Prepares, publishes, and distributes operations orders ,FRAGOS, and MOIs associated with each OPLAN and changes to OPLANS. Coordinates support for Presidential missions, as required; coordinates requests for presentation of Command Briefing to VIPs, prepares agendas and arranges for escorts. Provides technical assistance and oversight to Fort Meade and other OMC support locations and activities including activities located at the Mark Center and Naval Station Guantanamo Bay. Performs duties in the Emergency Operations Center (EOC) when activated in support of the OMC mission. Provides related setup/training on Web-EOC and ensures all operations officers are National Incident Management System (NIMS) compliant.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Position is designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • Must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergencies (natural or man-made disaster), you are required to report to work or remain at work as scheduled to support mission operations.
  • This is a Term position scheduled to last 2 years (24 months). A term position may be extended to a maximum of six years depending upon the needs of management.
  • Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Operations SupportOral CommunicationPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement. ***Special Note for Military Members*** MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement***
