You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Contracting Officer Representative (COR) in the EXPEDITIONARY C3I & CYBER DIVISION, SPECIAL WARFARE & EXPEDITIONARY SYSTEM DEPARTMENT of NAVAL SURFACE WARFARE CENTER. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will advise requiring technical activity (RTA) in the organization of process requirements and assist in planning requirements as needed. You will interact daily with project managers, task leads, contracting officers, contracting specialists, and division leadership on any issues. You will communicate with the Contracting Officer regarding contractor oversight and performance and maintain required documentation to support performance. You will interpret acquisition policy and provide guidance as requested to management and RTA?s. You will process invoices against contractual documents for contractual services, equipment and material. You will perform liaison duties regarding funding de-obligations, final audits and contract close out.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting and evaluating studies on business practices and contracting procedures including developing recommendations to improve program operations and increase productivity. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

A combination of experience and graduate education as described above that equates to one year of experience
