About the Position: This position is located with the US Army Installation Management CMD USAG, Resource Management Office Budget & Accounting Branch at Redstone Arsenal, AL.
Duties
Serve as the principal advisor to the Director of Resource Management on all budgeting matters.
Analyze proposed Program Budget Decisions to determine potential impact.
Review financial trends to recommend corrective action.
Propose alternative methods of financing for unfunded requirements.
Develop cost-benefit analysis of proposed budgetary and program actions.
Prepare formal reports on budget and program execution.
Supervise a group of employees engaged within the Garrison Budget Division.
Develop plans to meet substantial changes in workload; justifies revisions in staffing levels, work priories and deadlines.
Advise program managers on the status and availability of funds.
Implement budget policies and regulations affecting financing or important defense programs to forecast.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and retain a Secret security clearance.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes experience in 1)Implementing budget policies and procedures; 2)Providing financial advisory services regarding the development of annual/long-range plans; 3)Participating in financial forecasts and projections or developing financial planning justifications. 4)Technically proficient in accounting management systems, such as General Fund Enterprise Business System (GFEBS) Enterprise Resource Planning (ERP), Business Intelligence (BI), and Governance, Risk and Compliance (GRC), among others. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-12).
