The Administrative Officer of the Day (AOD), located in the Central Business Office (CBO, whose responsibility is to represent both the Medical Center Director and the CBO on all administrative matters occurring when assigned to other than a normal tour of duty. The AOD is delegated full authority and responsibility to exercise the Medical Center Director's prerogative in the medical administrative matters occurring during the tour of duty.

Duties

Serves as the main administrative contact/representative for the facility after regular duty hours- evenings/nights/weekends and holidays. Makes decisions regarding eligibility for VHA Healthcare Benefits for patients wishing to utilize the facility. Performs administrative functions pertaining to eligibility/enrollment; admission/discharges; interfacility transfer, and Bed Control. Incumbent maintains good public and medical relations and establishes and maintain a liaison with the Public Affairs Officer, whenever applicant, AOD releases appropriate information to news media and the public in accordance with VA regulations, VAMC public, and Privacy Act and Freedom Of Information Act requirements. Skill in implementing customer service programs that will increase Veterans satisfaction with the manner that health benefit information to delivered to the patient. Ability to interpret rule, regulations, policies, and procedures to make sound decisions, using good judgment adapt to situations quickly, precisely, and accurately, and to cope with a wide variety of problems and to resolve them quickly and decisively. Coordinates with community resources to ensure patient transfer requests are appropriately documented and information passed to incoming staff at shift change. Consults with clinical staff on administrative functions, responding to questions and coordinating with staff on facility issues that arise. Reviews and adjusts workload continuously to accommodate and appropriately deal with seriously ill and/ or death notifications. Analyzes effectiveness for the work area and ensures staff is utilized to its best potential, reassigning tasks as needed to optimize workflow of admin functions. Trouble shoots problems that may arise with regard to facility administrative functions. This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - Current Facility and CBOC employees; 2nd Area of Consideration - VA Nationwide applicants; 3rd Area of Consideration - Other Status candidates Work Schedule: Full-Time, Rotating Shifts (Sun-Sat 4:00pm to 12:00am; 12:00am to 8:00am, etc.). Weekend and Holiday shifts are required, tour of duty to be determined by supervisor based on organizational needs. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Medical Administrative Assistant position to be filled. Specialized experience includes: prepares written documents such as correspondence, memoranda, reports, pamphlets and etcetera of a routine nature; strong computer skills and the ability to use many complex electronic databases for daily duties; experienced in using computer systems and Microsoft office products such as word, excel, PDF, ETC.; represents management in all matters pertaining to the continuity of functions and providing full administrative support to administrative staff with program guidelines established by current laws and regulations; administrative support after normal duty hours; responsible for achieving management objectives and supporting the decisions of management in carrying out duties; provide technical guidance necessary to meet procedural, legal, and administrative requirements; knowledge of medical terminology and electronic records; and customer service experience dealing with different kinds of people, different ages in order to interpret and explain policies to staff, employees, and others. This experience must be supported by your resume to be creditable. You will be rated on the following Competencies for this position: CommunicationCustomer Service (Clerical/Technical)Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position necessitates a mobility factor involving, for observation or problem solving, physically visiting numerous on-site locations or services. Additionally, there is an occasional requirement to lift objects such suitcases and personal effects containers.
