About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command located at Fort Eisenhower, GA.

Duties
Provide advice and counsel to commanders, managers, supervisors, and employees on a full range of civilian Human Resources Management (HRM) policies, programs, practices, and procedures.
Independently identifies, studies, and resolves complex and interrelated issues/problems requiring application of a wide range of HRM concepts, laws, analytical and diagnostic methods, and techniques to varied situations and developing trends.
Resolving controversial issues of problems for the 7th SC (T).
Updates and tracks authorizations and requirements in the Living Table of Distribution and Allowance (LTDA) ensuring consistency with the Table of Distribution and Allowance (TDA) and resources modifications.
Advises, identifies, and analyzes staffing issues and problems. Inputs, routes, approves, processes, and tracks RPAs and other personnel actions; queries generic job descriptions via the automated system.
Coordinates actions on a wide variety of issues, such as qualification requirements, security clearances, employee benefits and entitlements, release dates, Entrance on Duty (EOD) date, PCS orders, and related information.
Keeps management and supervisor informed on status of actions.
Manages the DoD Performance Management and Appraisal Program (DPMAP) by monitoring and maintaining suspense controls and reviewing appraisals to ensure compliance with reporting procedures and regulatory and administrative correctness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- TDY may be required up to 10% of the time.
- This position requires the incumbent to obtain and maintain a secret security clearance.

Specialized experience would be demonstrated by advising senior level leadership on advanced civilian Human Resource (HR) principles, concepts and practices of civilian personnel recruitment, examination, selection and/or placement; assisting with comprehensive analytical studies, projects, or special initiatives relating to civilian HR; interpreting and analyzing data extracts and reports from HR automated databases; providing technical advice for solutions to civilian HR issues and topics; and interpretation of civilian HR policies and regulations.
