The primary purpose of this position is to Serve as the Executive Director of Operations, and as the principal senior cyberspace operations advisor to the Director of Operations (J3) in the Cyber National Mission Force Headquarters (CNMF HQ).

Duties
Plans, organizes, and directs the activities of the CNMF Directorate of Operations (J3) ensuring that the directorate meets the intent of the Commander Cyber National Mission Force (CDRCNMF). Develops goals and objectives that integrate CDRCNMF organizational objectives. Leads SME teams' efforts to research, interpret, analyze, and applies Department of Defense (DOD), Chairman Joint Chief of Staff (CJCS), and USCYBERCOM guidelines, policies and regulations. Personally provides authoritative interpretations in situations where issues are unprecedented and/or proposed and necessary mission-essential CNMF actions will set precedents and could be controversial.
Exercises senior supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Makes authoritative decisions on work problems presented by subordinate supervisors. Accepts, amends, or rejects work of subordinate supervisors,
providing authoritative guidance as described above.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management." work category are at the " Expert" work level and are equivalent to those at the GG-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and skill in applying joint cyberspace and information operations planning concepts, principles, and practices, and extensive familiarity with broad range of military operations, including recent experience within cyberspace operations. Knowledge of safety and security practices for ensuring the safeguarding of classified information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying joint cyberspace and information operations planning concepts, principles, and practices, and extensive familiarity with broad range of military operations, including recent experience within cyberspace operations.
2. Knowledge of and skill in interpreting and applying DoD cyberspace policy and doctrine to cyberspace operations. Knowledge of safety and security practices for ensuring the safeguarding of classified information.
3. Knowledge of DoD Integrated Joint Special Technical Operations (IJSTO) policy, regulations, and procedures; experience with the IJSTO Joint Operational Planning and Execution System (JOPES) process.
4. Skill in negotiation and/or defense of controversial inter-command or inter-service cyberspace issues within DoD and interagency issues throughout federal government (DOJ, FBI, DHS, NSA, etc.).
5. Ability to plan, organize, and direct the functions and staff of a small- to medium-sized organization. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
