You will serve as a MANAGEMENT ANALYST (READY RELEVANT LEARNING (RRL) LIAISON) at Training and Education Directorate (N7) of Commander, Navy Reserve Forces Command (CNRFC) of COMNAVRESFORCOM.

Duties

You will serve as a SELRES Rate Manager responsible for a designated grouping of SELRES rates. You will collect information and create analysis, assessment, programmatic and financial briefs as required and other strategic communication products needed to highlight RESFOR RRL performance and concerns to the RRL execution community. You will maintain a tracking system for all SELRES Sailors requiring RRL training in any rates in the positions designated rating management group. You will manage NROWS orders as required for RRL Sailors to attend face-to-face or online/distance learning training period. You will manage required resources including Reserve Personnel Navy (RPN) Active Duty for Training (ADT Schools) RRL funding lines in NROWS to resource availability for RRL training for Sailors needing to attend RRL training periods. You will coordinate and communicate sustainment aspects of the RRL program to RESFOR staff manpower, personnel and training managers and other staff members.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience gathering and evaluating management data, analyzing complex issues regarding efficiency and effectiveness of RRL programs, drawing sound conclusions and making recommendations. Experience developing DCOS/ADCOS-level point papers or implementation and/or administration of new training and readiness programs or processes realized through the RRL process. Detailed mastery knowledge of policies, precedents, goals, objective, regulations and guidelines of a functional area. Experience with administrative policies, regulations, programs and precedents applicable to the administration of the RRL program. Experience with USFF Ready Relevant Learning (RRL) Process Manual and the ability to develop recommendations and solutions to unique problems for which no clear guidelines exist. Experience with all RESFOR enlisted ratings and manpower/training issues that impact associated ratings in the assigned SELRES RRL rating distribution. Experience with NETC curriculum development, Rating Domain Analysis, Content Reengineering, Media and Fidelity Analysis, Content maintenance principles, policies, and procedures. Experience with the Navy Reserve Order Writing System (NROWS), enterprise Navy Training Reservation System (eNTRS), Defense Travel System (DTS) and Catalog of Navy Training Courses (CANTRAC) information systems.
