You will serve as a Supervisory Postal Operations Specialist in the Postal Products and Services Division of NAVSUP FLC NORVA GF.

Duties

You will provide oversight and direction of Postal Programs within the Navy's Region and the NAVSUP FLC Norfolk area of responsibility (AOR); provides policy guidance for the administration and operation of Military Postal Facilities. You will gather, compare and correlate information concerning administrative managerial functions, programs and projects and evaluate information reflecting DOD, DON and local policy and practices. You will develop and initiate mail service statistical documentation on the expenditures of funds, surveys on the volume of mail and other reports of mail management control operations. You will prepare Standard Operating Procedures (SOP) for postal operations within the region. You will provide a variety of written materials including point papers, directives and upper-level management correspondence. You will be the principal point of contact and maintains liaison for all postal and mail operations matters within NAVSUP FLC Norfolk , and Commander, Navy Region with DOD, DON, regional and national U. S. Postal Service, UPS and FEDEX officials. You will write Statements of Work for contract employees, and prepare appropriate funding documents. You will provide detailed expense reports on a monthly basis to NAVSUP HQ comptroller Department and to the individual customer. You will conduct annual inspections and training at all detachments as required by DOD and NAVSUP regulations, prepare written evaluation reports for review by Commanding Officers and Site Directors. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assigning work based on priorities, difficulty of assignments, and the capabilities of employees. You will evaluate work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters.

  • You will be required to successfully complete a pre-appointment physical examination.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the duties of a Postal operations specialist demonstrating mastery knowledge of both analytical techniques and the organization sufficient to provide recommendations for policy and procedural improvements; and mastery knowledge of US Postal Service publications including the private express statutes, US General Services Administration (GSA) mail management regulations, Department of Defense (DoD) and Department of the Navy (DON) postal regulations, and NAVSUP P-485 afloat supply in order to gather, compare, and correlate information concerning administrative managerial functions, programs and projects and evaluate information reflecting DoD, DON, and local policies and practices. Examples of specialized experience may include: 1)Supervising and/or leading teams in different geographical locations concurrently; 2)Knowledge of the Domestic Delivery Service (DDS) used for the shipment of commercial delivery services including FEDEX and UPS under GSA contract; 3)Using automated software to prepare funding documents for allocation of funds to support postal operations; and 4)Analyzing budgetary requirements and developing short and long term programming guidelines.
