Duties
Conducts planning and execution of the HQ Department of the Army Staff management of all actions related to assigned financial management sub-functions (i.e. budget, travel, commercial vendor services, and military pay).
Serves as the Army representative on the configuration control board for automated systems employed or being developed for the assigned sub-function (i.e. Commercial Accounts Processing System for commercial vendor services).
Develops programs and evaluation systems to monitor the performance of Army resource management operations.
Establishes operating guidelines to implement procedures, methods, and program-related changes.
Back-fills or assists other personnel managing Army programs in financial management functions such as disbursing, military pay, or retired/annuitant pay.
Manages the establishment of Army priorities and program goals for Army financial management operations to include development of metrics, scheduling systems? deployments, and prioritizing system changes with other service providers.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination
- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
- Obtain/Maintain Financial Management Certification.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
Specialized Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as distributing, monitoring, or controlling the fiscal resources of an organization; planning, assessing, programming, budgeting, managing, executing, directing, or coordinating resource management activities; providing direction or technical assistance applying controlling authorities such as financial laws and regulations; applying concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage or analyze mission-related programs.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
