The primary purpose of this position is: to make substantive contributions to program/management analyses and administrative management functions to support, facilitate, and contribute substantively to the activities of one or more of the Policy & Plans Directorate's cyberspace functional or project teams.

Duties

Working within policy and process guidelines established for types of assignments, and drawing on insights into the team's and customers' requirements, makes substantive contributions to the definition and documentation of assigned elements of integrated strategies, plans, schedules and budgets for assigned projects/efforts, and facilitates and coordinates the development and integration of other contributors' inputs, including assessing such inputs for relevance, completeness, and consistency. In addition to the cyberspace program projects detailed above, which are long-range in scope, also provides analytical skills and administrative management to support and facilitate development of responses to "short-fused" cyberspace program issues referred to the J5 for action. To support the iterative review process necessary to bring cyberspace program documents assigned to the J5 to final form, maintains accurate and complete configuration control of draft documents, and facilitates the formal staffing and review process by applying governing policy and process directives. Maintains a complete record of all versions and revisions of proposed J5-developed/managed work products, facilitating later research of these collaborative teams' developing understanding of issues and traceability of decisions made. Supports appropriate managers' presentation of reports and briefings to the Command management team and/or higher echelons by contributing to development of quick-turn-around responses and reclamas.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam

  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of and skill with Cyberspace Operations planning, concepts, principles, and practices, and extensive familiarity with broad range of military operations, including recent experience within cyberspace operations; knowledge of and skill with Defensive Cyberspace Operations (DCO) concepts, principles and extensive familiarity with broad concepts within the DCO community; knowledge of cyberspace operations policy and doctrine; expert skill in negotiation and/or defense of controversial inter-command or inter-service cyberspace operations support issues; knowledge of the command structure and experience with joint military operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in applying analytical and evaluative methods and techniques, commonly associated with classified DoD operational and program planning and management. 2. Knowledge of and skill in applying program planning and analysis policies and processes typical of classified DoD programs. 3. Knowledge of cyberspace missions, functions and organizational interrelationships among DoD headquarters commands and operational levels. 4. Ability to facilitate collaboration among internal and external project participant. 5. Demonstrated skill in use of advanced functions of Microsoft Office Suite applications to facilitate organization and presentation of large volumes of narrative and numerical/statistical data, and preparation of executive- level briefings. 6. Skill in oral and written communications to communicate information clearly, concisely and in appropriate formats. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
