About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Office of the Chief of Staff of the Army, G-2 at the Pentagon, Arlington, Virginia.
Duties
Serve as a Senior Intelligence Specialist Staff Management Officer in the Operations and Integration Directorate, Office of the Deputy Chief of Staff, U.S. Army G-2, Headquarters, Department of the U.S. Army (HQDA).
Support the development of intelligence policies, plans, and guidance that affect U.S. Army intelligence organizations and elements that conduct Open Source Intelligence (OSINT) operations.
Develop OSINT policies that affect U.S. Army units with an OSINT mission.
Attend and/or prepare U.S. Army G-2 principals or their alternates for U.S. Army, DoD, IC and other meetings and conferences on OSINT and related issues.
Advocate for the Army in OSINT committees, projects, and other forums to ensure Army priorities and equities are incorporated in concepts, policies, and initiatives.
Support the development of U.S. Army OSINT positions and then coordinate, represent, and defend U.S. Army OSINT postures, interests, and equities in IC, DoD, and U.S. Army working groups and decision-making forums.
Provide support to the U.S. Army focal point on selected intelligence disciplines and functions during U.S. Army and National Intelligence Program/ Military Intelligence Program (NIP/MIP) deliberations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Temporary Duty (TDY) Travel may be required 25% or less of the time.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience managing an intelligence program for an organization; AND developing Open Source Intelligence (OSINT) policies/procedures for intelligence operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
