Duties

1. Responsible for planning, programming, scheduling, budgeting, evaluation of cost and schedule performance, status-management reporting, reprogramming and other financial management functions related to assigned programs. 2. Analyzes budgetary requirements and prepares budgets. Provides advice and guidance to program managers on the interpretation of budget policy and the formulation of budget requests in support of the five-to-seven-year system development cycle. 3. Translates raw requirements data submitted by program managers into comprehensive resource exhibits/narratives for timely submission into Planning, Programming and Budgeting System (PPBS) resource cycle for the purpose of achieving balanced information operations resource programs and effective execution of available resources. 4. Accurately addresses variances between programmed and actual execution rates after meticulous analyses and coordination with program managers or other DoD and Federal agencies.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires access to Top Secret to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Must be able to obtain and maintain a Top-Secret (continued)
  • clearance with access to Sensitive Compartmented Information (SCI)
  • PCS will NOT be paid
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
  • Employee may be required to perform occasional temporary duty travel (TDY) and travel by military or commercial air conferences, meetings, or other functions away from the duty site
  • This position is Acquisition Category K Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include extensive knowledge of (1) the federal budget process and the DoD Planning-Programming-Budget-System (PPBS) to develop long-range and multi-year budgetary plans to finance the development and acquisition of major systems; (2) the budget policies, precedents, goals, objectives, regulations, procedures, and guidelines of the Air Force; (3) knowledge of accounting procedures and practices, and cost estimating procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. 2. Knowledge of DoD acquisition requirements, development, and approval processes. 3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards. 4. Skill in formulating, justifying and/or analyzing financial requirements of the assigned program. 5. Ability to communicate, plan, organize work and meet deadlines. 6. Ability to gather, assemble and analyze data using financial systems to prepare budget estimates, develop alternatives and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
