The OFACP is responsible for developing and implementing policies, guidelines, standards, and procedures for the establishment of Federal advisory committees and appointment of committee members. OFACP is also responsible for the utilization and management of over 140 chartered NIH Federal advisory committees. These advisory committees require the services of over 4,000 standing committee members and approximately 32,000 temporary members or participants on Special Emphasis Panels.

Duties

As a Program Analyst in the OFACPyour duties will include, but are not limited to, the following: Independently performing staff research, compiling and assimilating supporting data, and preparing analyses of proposed legislation, laws, regulations, polices and guidelines, both internal and external, affecting advisory committee management. Briefing Associate Deputy Director, NIH and Deputy Director, OFACP, providing insight and advice on all advisory committee management issues. Responsible for the full range of Federal advisory committee management (CM) activities to include: reviewing nomination slates for prospective advisory committee members appointed by the President, the Secretary, DHHS, and/or the Director, NIH; publication of Federal Register notices; Committee Management IMPAC II system usage, design and implementation; advisory committee charter establishment, renewal and guidance; and preparation of reports and working on special projects, conducting research and other activities in support of the Director and Deputy Director, NIH, NIH's Institutes and Centers, and the Director OFACP. Formulating and implementing a wide range of policy and procedural material pertaining to the advisory committee management activities at the NIH. Coordinating the review and analysis of the existing legislative base to assess the adequacy of authorities to meet present and planned advisory committee management objectives. Exercising considerable judgment in analysis of new legislation, congressional mandates, and Federal, DHHS, and NIH policies for compliance. Using analysis, developing advisory committee management policy with regard to legislations, regulations, delegations of authority, and records and forms. Providing or obtaining either orally or in writing, information and/or instructions, messages, recommendations and responses to inquiries on a wide variety of OFACP issues, applying established laws, regulations, policies, and procedures.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-12 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: setting standards and maintaining quality control of committee management work products sent for review; providing oversight, and training to stakeholders encompassing the range of Federal advisory committee activities, policies, and procedures; identifying problem areas and providing recommendation and direction in the development or revision of policies, procedures, and internal control mechanisms necessary to ensure sufficient program operation as well as the allocation and management of resources; performing analysis on administrative topics which have an impact across an organization; and developing and implementing procedures to streamline Federal advisory committee policies and operations. You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: independently performing staff research, compiling and assimilating supporting data, and preparing analyses of proposed legislation, laws, regulations, policies and guidelines, both internal and external, affecting advisory committee management; formulating and implementing a wide range of policy and procedural material pertaining to the advisory committee management activities for an organization; providing management and oversight improving the effectiveness and efficiency of Federal Advisory committee activities, including planning, coordinating, implementing and integrating related IMPAC II committee management module activities; coordinating the review and analysis of the existing legislative base and assessing the adequacy of authorities to meet present and planned advisory committee management objectives; and planning, analyzing, coordinating and directing special studies bearing upon the nature, magnitude, and prospective impact of advisory committee management legislation, regulations, and policies on the agency.
