About the Position: This position supports the mission of J-8 Financial Operations Division, Resource Management Directorate, Defense Health Agency, and is located in Falls Church, Virginia. Duties

Work closely with managers to identify significant budget or procedural problem areas, gather pertinent data, evaluate findings and recommend corrections and or appropriate courses of action. Independently investigate a variety of technical finance and accounting problems/situations with analytical responsibility for recommending alternative actions, corrections, or solutions. Provide advice and guidance covering a wide variety of financial policies and requirements. Analyze data flows and relationships with an objective to improve efficiency and be adaptive to systems developed in the future. Interpret regulations and directives promulgated by higher authority and uses this information to establish, prepare, and disseminate policy and guidance to customers.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Financial Management Certification Level 3 is a requirement of this position and must be achieved by the incumbent within two years of entrance into this position.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience to qualify for the GS-12: One year of specialized experience which includes 1) assisting with the evaluation of civilian payroll, 2) utilizing automated systems to include, but not limited to, Automated Time Attendance and Production Systems (ATAAPS) and Defense Civilian Payroll System (DCPS), AND 3) reviewing civilian payroll reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Specialized Experience to qualify for the GS-13: One year of specialized experience which includes 1) implementing financial management civilian payroll policy, 2) assisting with the examination of various accounting transactions and reports, and database inquiries, 3) assisting with managing the evaluation of civilian payroll transactions utilizing the Automated Time and Production System (ATAAPS) and Defense Civilian Payroll System (DCPS), AND 4) providing guidance to staff and command elements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify.
