The Supervisory Program Specialist is located in the Associate Director of Patient Care Line Office at the Michael E. DeBakey Veterans Affairs Medical Center for the Inpatient Nursing Service. The Supervisory Program Specialist serves the Inpatient Nursing Service (INS) as the coordinator, advisor, analyst, and planner for the delivery of the health care services within the INS.

Duties

Frequently meets with the Nursing Care Line Executives, advising them on issues that affect the delivery of health care in the INS and the impact on the Medical Center. Analyzes problems that are unique to the VA System with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources. Maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many clinical programs in the INS. Responsible for translating the policies, theories, and strategies into action within the complex interrelationships that exist related to INS operations. Responsible on a day-to-day basis for coordinating and facilitating the function of all services, clinical and administrative, which interface the INS. Responsible for efficient utilization of inpatient visits and the flow of their activities. Provides administrative supervision for office staff within the sections of the INS. Plans and coordinates changes in workload to meet deadlines and maintain a smooth workflow; sets and adjust short-term priorities; assigns, directs and reviews work of subordinate staff and assures work is complete and accurate; evaluates work performance and develops performance standards; approves leave; advises staff on all matters pertinent to the section; orients new employees in the various activities of the INS; recommends selections, promotions, awards, disciplinary actions; resolves informal grievances and refers more serious unresolved to the Deputy Administrator of INS or designee. Assures recruitment and retention are maintained within approved ceilings. Conducts investigations and carries out counseling, discipline, and administrative action as necessary, while ensuring all disciplinary and administrative actions administered against INS staff is fair and without regard to race, color, creed, national origin, age, sex, religion, handicap, or marital status. Assists in the planning, conducting, and scheduling of in-service training classes, on the job training, orientation, and facility-wide/nationally mandated training. Coordinates and analyzes internal review activities of the INS to ensure that both clinical and administrative functions are in compliance with VACO directives and standards issued by various accrediting and regulatory groups. Work Schedule: Monday - Friday, 7:30am - 4:00pm or 8:00am - 4:30pm (Subject to change based on the needs of the Agency) Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of the missions, organizations, programs, and requirements of health care delivery systems in order to evaluate and make recommendations for improving the delivery of quality patient care; analyze health care issues, recommend strategy, and evaluate the effectiveness of the plan for action; and performing supervisory functions such as monitoring workload and reassigning work as needed, responsible for personnel administration including personnel operations including position classification, recruitment and retention of staff, implementing performance standards and initiating disciplinary actions. This experience must be supported by your resume to be creditable. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. May require occasional travel.
