The primary purpose of this position is: To serve as an advisor to the Chief, Strategic Application Branch, on Command compartmented activities pertaining to certain special access programs.
Duties
Serves as an Employment Strategist for USSTRATCOM.
Prepares proposals that convey command recommendations for compartmented activities.
Researches and provides comprehensive analyses and guidance on the Command's IO program as well as specific 10 activities. Defines interface enhancements and actively promotes cooperative measures to strengthen all IO programs.
Responsible for USSTRATCOM support to a sensitive national counterintelligence program.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of policies, regulations and precedents applicable to Information Operations and analytical and evaluation methods for the assessment and improvement of complex Information Operations management. processes and systems. In-depth knowledge and understanding of how National Security Council-led interagency programs are administered in order to select and apply special program evaluation and measurement techniques intended to develop, advocate and execute compartmented activities relating to strategic employment. Comprehensive knowledge of the long range mission, objectives and management plans to serve as a technical authority on issues of interface and overlap between proposed and existing IO initiatives, new projects underway and projects proposed for future development.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of military operations, strategies, tactics, resource and information processes, systems and force structure, as well as practical experience in at least one or more major occupational areas such as intelligence operations, intelligence research, operations research analysis, program management/analysis, or military operations related to the Branch program.
Knowledge of military weapon system employment policies, plans, and strategies related to global deterrence, global strike, missile defense, information operations, or other area to analyze derived data and cost sharing, technical cooperation programs and service directives relating to national defense activities.
Skill to communicate effectively, both orally and in writing. Skill to analyze, research, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views.
Skill to organize and participate in or lead study teams tasked to originate new ideas, projects, and methodologies. Ability to execute projects and/or studies within established financial and/or time constraints.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied or served, and related customers, functions, resources and users.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
