About the Position: This position is located within U.S. Army Installation Management Command, Resource Management Office (RMO) at Fort Belvoir, VA.
This is a developmental position. This position can be filled at the GS-09 or GS-11 grade level with career ladder promotion to the GS-11 grade level.
Duties
Develops and formulates a major segment of an installation's budget requests for the coming year.
Writes and edits statements justifying and supporting funding requests.
Reviews estimates submitted by program managers, for compliance with rules, regulations, and procedures.
Performs in-depth, rigorous analysis of budget requests, such as cost-benefit analysis, program trade-offs and exploring alternative methods of funding.
Analyzes the effect of funding changes such as personnel salaries and related expenses, supplies, contracts, training, equipment, and travel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain a Financial Management Level 2 certification within 24 months of employment.

Specialized Experience for GS-09: One year of specialized experience which includes work that involves assisting with planning, executing and review of annual budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing.
Specialized Experience for GS-11: One year of specialized experience which includes planning, formulating and executing budget plans; reviewing budget estimates for compliance with policy, rules, regulations and procedures; monitoring the use of expenditure of budget funds; and preparing a variety of reports covering the status of funds, expenses and obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
