The primary purpose of this position is to serve as a Cyberspace Operations (CO) Senior Instructor and Student Training System Manager for CO Initial Qualification Training (IQT), Mission Qualification Training (MQT), and Advanced Cyber Training (ACT) courses. Lead and provide oversight in the development of programs of instruction.
Duties
Serves as CO senior instructor and technical expert for CO IQT and ACT courses.Provides long-term continuity and oversight in the development ofIO and Cyber education and training. Leads the planning, coordination, design, instruction and validation of major components of instructional design.
Manages utilization of Student Mission Training Systems for cyber weapons systems and other automated computer and network systems and operating systems utilized in supported training courses.
Oversees work related to managing highly complex classified and unclassified Local Area Network/Wide Area Networks (LAN/WAN). Expert for operational and multi-million dollar student training systems, simulators, and ranges; including the planning, analysis, acquisition, design, development, modification, configuration, installation, integration, maintenance testing, operational integrity, backup, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats.
Provides CO technical oversight for development, review, and revision of CO and IO instructional material to meet Cybserspace Mission Forces (CMF) education and training requirements.Coordinates with Office of Secretary of Defense (OSD), Air Staff, Major Commands (MAJCOMs), joint commands, other government agencies and industry on IO policy, doctrine, operational lessons learned and requirements for incorporation into schoolhouse courses.
Accomplish career development and maintain subject matter expertise.Interacts with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participates in formal training programs

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed

- Position requires TDY within and outside the continental United States. Requires travel by any and all models military and/or commercial transportation.

- Information Assurance (IA) Certification is a condition of employment. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: developing programs of instruction and management of cyber weapons systems and other automated computer and network systems and operating systems in support of training courses. performs primary role in development of course content and recognized principal in the maintenance of existing and future courseware and processes pertaining to mission readiness. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Cyber Mission Forces (CMF) training administration, policies, and procedures to develop an adequate training program.
2. Knowledge and understanding of Air Force (AF), Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
3. Knowledge, skill, and ability in the application of Instructional System Design (ISD) training administration, policies, procedures, principles and techniques required to develop and conduct instructional programs for efficient design and delivery of training.
4. Knowledge, skill, and ability at the Cyber Operations tactical level in Cyber Weapons Systems tactical planning/execution of mission tasks. Subject matter expertise with multiple cyber and network operating systems and associated infrastructures.
5. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology.
6. Ability to communicate effectively both orally and in writing, in order to produce technical reports and courseware, position papers, and briefings which are appropriate for the intended audience; resolve conflicts based on mature judgment and experience; project voice to large groups in large indoor areas; effectively negotiate complex issues; and to maintain good working relationships.
