You will serve as a SUPPORT CONTRACTS MANAGER in the PUBLIC WORKS BUSINESS LINE of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will monitor and assist in preparation of proposals for work requests and Task Orders You will serve as Chairperson of a technical evaluation board (TEB). You will analyze contractor proposals submitted to technical evaluation board (TEB) to ensure work can be accomplished in relation to overall schedule and requirements. You will use a computer for cost estimating and specification development and to produce reports. You will create funding request and track contract and technical funding.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level 2. Certification is required within 24 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes while visiting contractor work areas.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Setting objectives, reviewing and evaluating work involved in the maintenance, repair, alterations, renovations, inspections, and minor construction of shop maintained buildings and building systems located on the activity for individual contracts; 2) Preparing scopes of work, cost estimates, schedules, and other technical documents in support of contract modifications and contract development; 3) Analyzing contract modification proposals; 4) Providing information of budget estimates and workload data to higher-level supervisors and analysts for repair and maintenance work; 5) Performing invoice validation for contract payment.
