About the Position: Serves as the Civilian Harm Mitigation and Response (CHMR) Program Analysis Officer under the direction of the CHMR Program Director/Manager to establish and institutionalize CHMR principles and components within the command and effective integration in multinational operations and operations with non-state actors. Coordinates across the command to integrate ally and partner-related CHMR concerns in command strategy; planning, programming, and budgeting; and policy matters.
Duties
Responsible for establishing, planning, and directing programs of the CHMR Civilian Environment Team and disseminates policy guidance in order to accomplish the CHMR-Action Plan goals and objectives.
Research, prepare, and consolidate information for inclusion in Congressional reports, testimonies, and other engagements with or inquiries from Congress and other U.S. departments and agencies.
Coordinate across the command to integrate ally and partner-related CHMR concerns in command strategy; planning, programming, and budgeting; and policy matters.
Oversee the Doctrine Writers within the CHMR teams responsible for developing, analyzing, organizing, planning, coordinating, and producing relevant doctrinal documents, plans, briefings, policies, and publications.
Ensure integration of CHMR approaches into relevant strategic plans, campaign plans, operational plans to ensure preparation for future conflicts as well as during activities outside the context of armed conflict.
Provide functional expertise in support of existing regional teams to facilitate CHMR requirements related to security cooperation and multinational partners.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position may require Travel away from duty station (TDY) up to 10% of the time. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes experience which oversee the Doctrine Writers within the CHMR teams responsible for developing, analyzing, organizing, planning, coordinating, and producing relevant doctrinal documents, research, prepare, and consolidate information for inclusion in Congressional reports, testimonies, and other engagements from Congress and other U.S. departments and agencies, establish, plan, and direct programs of the CHMR Civilian Environment Team and disseminates policy guidance, provide functional expertise in support of existing regional teams to facilitate CHMR requirements related to security cooperation and multinational partners. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
