Duties
Testing and documenting new and existing systems and applications used in the management of security assistance programs.
Performs tests of applications and processes, documents errors and system defects.
Assists application users on all logistics and financial systems.
Reviews accuracy of system data to determine effectiveness of program to ensure requirements are being processed correctly.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires employee to obtain and maintain a SECRET security clearance.
- Position requires employee to obtain certification at Basic level in Security Cooperation Case Life Cycle Management (AOC) within the required timeframe.
Qualifications
This position is a TERM not to exceed 13 months, with provisions to extend up to eight years with provisions to be made permanent without further competition.
To be eligible for conversion to a permanent career-conditional or career appointment, you must have:
- completed at least 2 years of current continuous service under a term appointment in the competitive service.
- demonstrate successful job performance.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Experience required for GS-07: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Researching reports to identify problems and possible solutions to logistical matters; assisting in obtaining price and delivery forecasts from commodity program managers; using various automated systems in order to maintain, analyze, and develop data to generate and/or meet associated reporting requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education substitution for Specialized Experience for GS-07: Successful completion of one full year of graduate level education or superior academic achievement (defined as a bachelor's degree with at least one of the following: upper third of graduating class OR G.P.A. of 2.95 or higher OR membership in a national scholastic honor society.) Additional information can be found in the OPM Qualifications Standards. If claiming superior academic achievement, you must include documentation to verify eligibility. (You must attach a copy of your transcripts).

Combination of Experience and Education Substitution for Specialized Experience for GS-07: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Experience required for GS-09: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is experience that is typically in or related to the work of the position to be filled such as: assisting in managing and preparing assigned ammunition programs; obtaining cost or availability to ensure ammunition commitments to external customers are met; utilizing Logistics Management systems and Web-based enterprise resource planning system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education Substitution for Specialized Experience for GS-09: Successful completion of at least a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related from an accredited college or university. (NOTE: You must attach a copy of your transcripts.)
OR
Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Experience required for GS-11: To qualify, based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is experience that is typically in or related to the work of the position to be filled such as: performing technical reviews of requests to determine materiel and/or services required; Identifies system deficiencies and enhancements to the automated process.; coordinating with project managers and/or program managers to identify specific ammunition and related services/training needs for potential customers; monitoring the availability, funding, and delivery of ammunition using related support systems. This definition of specialized experience is typical of work performed at the next second lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below.

Education Substitution for Specialized Experience for GS-11: Successful completion of at least a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university. (Note: Transcripts are required with your application).

Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at 100% to qualify.
