This position supports the VHA National Teleradiology Program (NTP) and will be assigned to one of the primary reading centers located in Menlo Park, CA, The incumbent serves as a Staff Assistant performing a variety of office management, administration, and personnel management duties in support of the National Teleradiology Program.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Manages various administrative processes within the office and ensures that procedures meet the needs of the Service Director and clinical operations and are consistently understood. Independently handles unique or unprecedented problems, taking action or recommending solutions to the Administrative Officer, Associate Director, or Director. Assists in the preparation of all key materials for meetings on various subjects that include: Quality Assurance, Physician Recruiting, All Staff Meetings, and Technical Summits. Provides comprehensive support to the Administrative Officer on confidential personnel matters such as annual and mid-year performance appraisals, performance awards, personnel record maintenance, recruitments, and pay panels. Partners with the AO to maintain physician quality assurance and competency folders by interpreting and applying VAPAHCS Medical Staff Office Bylaws, Rules and Regulations VHA and Joint Commission standards for Credentialing and Privileging of health care providers. Serves as control point approving official in the absence of the Administrative Officer or Business Manager. Maintains spreadsheets on multimillion dollar control points (approx. 13.7 to 20.0 million) and exercises good accounting practices in the management and tracking of multiple control points. Provides overall administrative support to the entire program by creating and maintaining documents, manuals, databases and lists. Updates training and emergency manuals and instructional documents as directed by the AO, Associate Director, Biomedical Engineer or Business Manager. Serves as a timekeeper responsible for processing time and attendance for all NTP staff employees and fee-basis staff in multiple time zones; ensures Time and Attendance data is accurately entered within deadlines established by OFAS and VAPAHCS. Works closely with clinical staff schedulers to prepare leave matrix reports for management's use in easily tracking leave usage, CME and comp time/overtime. Carries out special assignments characterized by unique one-time requirements involving research into service level files, and/or archived correspondence where identifying information is vague and misleading and requires the individual to proactively and independently resolve the issue. Prepares extracts, compilations or summaries on specific inquiries and recommends solutions. Ensures that all required documentation and data are submitted in accordance with the procurement deliverable schedule; informs the contracting officer of any technical or contractual problems or delays; maintains administration records, approves invoices and performs final inspection and acceptance of work performed under the contract. Serves as the Safety Coordinator for NTP; attends meetings, participates in drills and initiates a safe and healthy working environment for employees. Supports the AO in facilitating the planning and coordination of ongoing office moves for the entire NTP department, which includes moving of computer equipment, furniture, phones/faxes, and other related office equipment which involves the assistance of other services, such as Police, Engineering Service and OI&T. Serves on site to address facility management in the absence of the AO. Serves as the primary Learning Management System (ETTS/LMS) administrator for all NTP staff which includes monitoring all NTP employees' required training, ensuring that they are current; distributes quarterly reports to the supervisors. Serves as one of the Automation Data Processing Application Coordinators (ADPAC) providing technical support for all NTP staff; provides new employees with access to VistA, Citrix, PICOM, LB, CPRS and other NTP related systems; maintains SharePoint files for NTP. Serves as the Public Key Infrastructure (PKI) Trusted Agent aiding staff in downloading and installation of PKI in their computers and ensuring staffs encryption codes are complete. GS-7: Superior Academic Achievement: Bachelor's degree and superior academic achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (Unofficial Transcripts required) or Education: One full year of graduate level study, or possess a master's or higher degree, e.g., LL.B, J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. (Unofficial Transcripts required) or Experience: At least one year of specialized experience. This experience is equivalent to the next lower grade level in federal service. Specialized experience includes, but is not limited to: Experience with personnel management principles, theories, practices, and techniques to assist in the understanding of policies and procedures pertaining to pay, performance, recruiting, and systems; analyses and evaluates methods and techniques to identify and resolve procedural issues and problems; knowledge of National Teleradiology Program's mission, functions, goals and programs to provide wide variety of administrative and management support services; knowledge of pertinent laws, regulations, and policies which affect administrative operations and areas of responsibility, such as Joint Commission standards, OPM guidelines and Quality Assurance; knowledge and understanding of management principles, practices, methods and techniques to perform projects related to management and methods improvement. communicates orally and in writing, both individually and in groups, to provide information related to organizational, administrative and procedural matters; experience in the use of personal computers, systems/applications, and organization office automation applications to include word processors, spreadsheets, database, presentations, e-mail system and other application as specified by the organization for creating forms, correspondence, and reports and to enter and retrieve data. or Combination of Education or Experience: Less than the full amount of graduate education described in "B" and less than the amount of experience described in "C," but I have a combination of the type of education described in "B" and the type of experience described in "C."
