About the Position:
This is a Permanent position with Headquarters (HQs), US Army Corps of Engineers, DIR of Resource Management located in Washington, D.C.
The position is being filled at the GS-11 target GS-12 level. Duties described reflect the full performance GS 12 level. Duties will be performed in a developmental capacity under close supervision. Management may select at any of the grade levels announced.
Duties
Serves as primary advisor to the Director on resource management, logistics management, personnel management, and related functions.
Advises the Director on changing agency requirements, the impact of higher level policies, an emerging technology on current and future agency operations and plans.
Participates in study/project execution by performing research, analyses, and developing recommendations in organizational design, manpower control systems and levels, workflow, budget, and similar functions.
Advises the Director on impacts of program resource constraints on manpower allocation and recommends solutions, which optimize agency operations.
Provides guidance on manpower controls, regulations, and justifications required for additional manpower requests.
Prepares written justification for manpower increases, analyzes need for reallocation of resources, and presents recommendations providing justification for conclusions reached.
Coordinates logistics, personnel, travel, training, supply, records and forms management, and other similar areas for the Organization.

GS-11 Specialized Experience: One year of specialized experience which includes: Assists with providing a variety of miscellaneous support services for the agency including procurement liaison, supply liaison, finance and accounting liaison, and payroll liaison.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Serves as the agency expert and primary advisor to the Director on resource management, logistics management, personnel management, and related functions. Performs the full range of review and analysis functions in the formulation, execution and periodic review of all budget and programming matters. Coordinates logistics, personnel, travel, training, supply, records and forms management for the Organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
