This position is part of the, African Development Foundation. In the job capacity of the Financial Management Analyst, the incumbent performs financial administration duties and various assigned projects that are assigned by the Director of Financial Management.

Duties

Performs detailed analysis supporting other Finance and Administration Division staff, associated with the execution and monitoring of the financial position of the USADF. Exercises responsibility for detailed financial analysis to the general ledger to include accounts payable, accounts receivable, cash, and other accounts in support of various regulatory financial reports. Reviews and interprets directives from headquarters and develops supplemental instructions and guidance for the development of financial analysis. Monitors the progress of obligations, commitments, and expenditures throughout the budget year to determine if objectives are being met and cost ceilings adhered to. Provides technical and administrative guidance to staff assigned in carrying out the financial analysis functions as required in support of the agency's budget. Provides technical and administrative guidance to staff on financial analysis techniques, including financial modeling, forecasting and evaluation. Interprets and analyzes financial statement, ratios, and key performance indications (KPIs). Utilizes Microsoft Excel, including advanced formulas, functions, macros, pivot tables, and data analysis tools; utilizes database query languages, such as Structured Query Language (SQL) and Database Management Systems (DMS). Creates informative and visually appealing dashboards using tools, including Microsoft Power Business Intelligence (BI), Tableau, or similar platforms. Presents complex financial data in a concise and user-friendly manner, analyzes complex financial information and think critically to solve problems, and provides strong attention to detail and logical approaches for decision-making processes.

At the GS-12level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: -Developing financial reports, such as status of funds, expenses and budget obligations; -Reviewing current and planned programs and/or operations to ensure funding and taking actions to achieve goals; -Extracting and analyzing budget and/or financial data utilizing automated financial management information systems to provide resolutions; and -Utilizing database query languages, such as Structured Query Language (SQL) and Database Management Systems (DMS); and creating informative and visually appealing dashboards using tools, including Microsoft Power Business Intelligence (BI), Tableau, or similar platforms. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
