You will serve as a Financial Specialist within the Office of the Chief Technology Officer (MC-I), responsible for the areas of funds management, reconciliation, as well as associated problem solving, analyses, and reporting under the purview of MC-I. The Financial Specialist provides direct and indirect funds management support to the Director of Planning and Portfolio Governance, Chief Technology Officer (CTO), and the Director, Information Technology.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience performing budgetary functions and duties associated with all phases of the budgetary process (e.g., formulation, justification, presentation, and execution) for a federal Agency IT office, with special emphasis on budget execution phase.
Experience monitoring the use and rate of expenditures of a federal agency level IT budget of at least $60 million to conform to internal Department level standards and guidelines.
Experience reviewing Information Technology budget analysis as required to ensure completion of mission requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.
