Performs a wide variety of duties but is primarily responsible for determining eligibility and entitlement of VA Healthcare benefits, ensuring that all eligible applicants are eligible and correctly enrolled and registered, and the reporting of local enrollment data to the Enrollment Coordinator and/or Compliance Officer.
Duties

Incumbent is responsible for the determination and timely verification of eligibility for all applicants of care. This will include access and input from various sources to make such a determination (i.e., review of military documents, hospital inquiry system, patient data exchange system, telephonic verification with VARO staff or Records Processing Center in St. Louis, etc.). Maintains a suspense file on all eligibility cases, which will require continual follow-up pending a decision through Regional Office or other sources until a determination is reached.
Composes correspondence relative to the patient's application for care including letters advising veterans of ineligible status and requests for proof of military service.
Incumbent provides guidance and advice to veterans on medical benefits and information on a wide variety of VA programs available to the patient. This requires extensive and in-depth knowledge of VA regulations and rules guiding such procedures.
Interviews and inputs application information into the VISTA system and obtains all information required for patient processing (10-1 Oez applications, means test information, private insurance information, etc.). Incumbent must also process the 101 Oez online applications.
Incumbent serves as relief and support to Decedent Affairs clerk and all Program Support clerks assigned to the Admissions Office, including the Health Benefits Unit. This includes complete processing of death cases; registration and disposition of walk-in applicants; medical record set-up (initial set-up, filing, ordering, recharging); processing of mail-in applications, etc.
Orients professional staff and trains new employees in admission processes and eligibility.
Incumbent is responsible for ensuring all veterans in the database eligible for enrollment are properly enrolled through the Health Eligibility Center and all registrations are complete with no missing data (inconsistencies). This will be accomplished through continual monitoring of the local patient database and providing requested reports to the Enrollment Coordinator on a monthly basis or as needed.
Work Schedule: 7:45am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience with clerical and administrative procedures, various office skills; and carrying out day-today administrative support activities; Working in an administrative position which required preparing correspondence, reports and graphs utilizing a variety of computer program. Skill in the use of a variety of computer software such as Microsoft Word, Excel, Power Point and other software applications; Interacting with executive leadership in the VA and private sector, contractors, staff members as well as Veterans, their family members and/or legal representatives; Provide/submit requested information to ensure all due dates are met in a timely and satisfactory manner; Managing a fast-paced office to include, establishing priorities, set up, reschedule appointments; Use own initiative to follow-up on action items and time-sensitive issues with appropriate staff members; Timekeeping in VATAS.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Preferred Experience: Health eligibility, VES, NEST training, VBA claims processing experience, VTP/VTS travel service experience.
Physical Requirements: Work is primarily sedentary. Some walking, bending and carrying of items may be involved periodically.
