This position is organizationally aligned within Pharmacy at facilities within the Veterans Integrated Service Network (VISN) 22. Position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) 22 Pharmacies.
Duties
Major Duties:
Forecasts and Computes Quantitative Levels/Budget Input (45%)
Maintains effective and economical inventory management of all drugs, medical items and chemicals handled by pharmacy. Variations in demand can be 200% or greater due to diseases being treated, policy changes at the institutional or agency level, [i.e., Pharmacy Benefits Management (PBM), Drugs and Pharmaceutical Management (DPPM) or the National Acquisition Center (NAC)], and changes in the direction of programs. Being in an out-of-stock status on most of these items causes critical problems in the delivery of medical care and pharmacy operations.
Acquisition/Procurement (45%)
Initiates procurement requests for all drugs, medical and surgical supplies, spinal cord injury supplies, equipment and other specialized medical devices handled by pharmacy, which are either stocked or special ordered. Puts together the sole source justifications as well as other documents required by VA regulations. Adheres to all aspects of Drug Supply Chain Accountability Act.
Requisitioning (5%)
Interviews pharmaceutical industry representatives to obtain routine information regarding new medication(s), dosage forms, strengths, or product characteristics, procurement lead time, Federal Supply Schedule or contract changes, changes in the pricing structure and to receive, review and act upon information concerning the medication specifications as they relate to generic equivalence and therapeutic substitution. This information is used to select sources from among various authorized alternatives and to provide this information along with appropriate justification for the decision to Fiscal and Pharmacy management to assure compliance with Federal procurement regulations.
Return and Reutilization (5%)
Coordinates action with contracted return goods company and manufacturers or their representatives to arrange the return and credit arrangements for return of outdated and deteriorated medication stocks to ensure the pharmacy control point is properly credited on a quarterly basis. Once notified by the FDA or drug manufacturer, coordinates indicated sequence of Pharmacy Service actions needed to retrieve and process drugs recalled by the manufacturer. Communicates information relating to the recall to appropriate medical and pharmacy personnel, particularly that information relating to health hazards, and assures that necessary drug disposition, documentation and other necessary Pharmacy Service follow up actions required by these situations are accomplished and coordinated with Fiscal Office.
Work Schedule: Monday-Friday 0700-1900 (Schedule will be decided between the selectee and supervisor)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate degree.

Physical Requirements: Typically, the employee can be expected to sit at a desk or table with walking and standing throughout the day. Items such as cases of drugs, nutritional supplements, prescription vials, totes, etc. are carried from delivery carts for placement on shelves. Lifting of moderately heavy objects [approximately 40 lbs.] is normally required.
