This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

Serve as an Auditor Readiness Specialist, recognized expert, principal advisor, and program representative on information systems audit compliance. Oversee the overall planning and direction of financial compliance and audit of system Information Technology. Perform as command audit liaison, compliance services and audit follow-ups on external audits performed by the Government Accountability Office (GAO). Perform as command audit liaison, compliance services and audit follow-ups on external audits performed by the Department of Defense Office of Inspector General (DoD OIG), and the U.S. Army Audit Agency Review, examine, evaluate, test, appraise, and assess functions of organizational Activities. Serves as the Programs liaison for the Chief Financial Officers (CFO) Act compliance with ASA (FM and C) and Office of the Secretary of Defense (OSD) Financial Improvement and Audit Readiness (FIAR) requirements.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for K - Business - Financial Management (IV Advanced) certification within 48 months of entrance on duty.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Selectees must meet position requirements for this certification at Level III within 24 months of entrance on duty.
  • A Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
  • Up to 10% travel on business

Qualifications

Acquisition Statement: Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III - ADVANCED in Acquisition Career Field Business-FM within 48 months of entrance on duty. Telework Eligibility Statement: This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In order to qualify for this position at the NH-04 grade level, your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: Experience with Information Technology General Controls (ITGC) and Application Controls (ITAC); FISCAM; Audit Readiness; Audit Processes, Products, and/or Services Delivery to Customers; ITGC Remediation; Implementation of Corrective Action Plans; ITGC Assessment and System Compliance; Yellow Book. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-03 (or GS-13 equivalent).
