About the Position: You will perform as a Engineering Technician (Civil) provides computer-aided design and drafting (CADD) support for engineers assigned to the Section, including both Civil and Military Works projects.
Duties
Provide advice concerning support capabilities of specific software programs. Identifies CADD work to be done and identifies operating problems.
Develop, maintain and share a thorough knowledge of CADD and ProjectWise workstation hardware, operational techniques and standards.
Consult with project leaders to assure detailing of data is compatible with the specifications being written and to furnish information thereto for coverage in the specifications.
Confer with assignment originators as necessary to obtain additional or clarifying information, or to offer suggested revisions.
Maintain record of work accomplished on each job.
Review work prepared by others for compliance with drafting accuracy, quality standards, and other established design policies. Observes all safety rules, regulations, and directives applicable to the work assignment.
Review and coordinate credit card purchases, serves as a Credit Card Holder for the office, and follows established guidelines for making purchases and keeping records as required.

- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-04 grade level:
A. General and/or Specialized Experience: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with executing drawings, developing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; knowledge and training in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details AND six months of specialized experience which includes work that provided knowledge of engineering principles, techniques, methods, and precedents such as development of CADD drawings generated from engineering sketches and mark-ups. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03);
OR
B. Education: Two years of education above the high school level that included at least 12 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
To qualify at the GS-05 grade level:
A. Specialized Experience: One year of specialized experience which includes executing drawings; developing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; knowledge and training in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04);
OR
B. Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
Combination of Education and Experience May Be Used to Qualify at the GS-04 and GS-05 Grade Levels: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
To qualify at the GS-06 grade level:
A. Specialized Experience: One year of specialized experience which includes executing drawings; developing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; knowledge and training in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05);
OR
B. Education: One full year of graduate level education OR an internship that is directly related to the work of the position.
To qualify at the GS-07 grade level:A. Specialized Experience: One year of specialized experience which includes executing and reviewing drawings; developing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; Proficient knowledge and experience in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06);
OR
B. Education: One full year of graduate level education that is directly related to the work of the position.
To qualify at the GS-08 grade level:A. Specialized Experience: One year of specialized experience which includes executing and reviewing drawings; designing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; Proficient knowledge and experience in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07);
OR
B. Education: One full year of graduate level education that is directly related to the work of the position.
To qualify at the GS-09 grade level:A. Specialized Experience: One year of specialized experience which includes executing and reviewing complex and unusual drawings; designing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; Expert knowledge and experience in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08; ORB. Education: Two full years of graduate level education OR a master's degree that is directly related to the work of the position.
Combination of Education and Experience May Be Used to Qualify at the GS-06, GS-07, GS-08, and GS-09 Grade Levels: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
