Duties

You will serve as the Financial Systems Analyst with the BSO 52 HQ Financial Systems Division of the Naval Facilities Engineering Systems Command HQ. You will develop and/or recommend changes in funding and budget plans that may require revisions to substantive programs. You will resolve issues in work environments that continually change program objectives and funding requirements. You will provide financial systems Tier I Help Desk, user access support, enterprise system training, and reporting/requirements development support. You will be afforded special/limited access to financial systems and tools to provide technical/functional support. You will use Business Intelligence systems and tools to support development of financial reports for analysis and to assist leadership in decision-making.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying principles, methods, laws and regulations of financial management analysis and/or budgeting practices to support an organization's plans and requirements. 2. Gathering, assembling, and analyzing financial data to provide accounting and budget reporting; 3, Using Business Intelligence tools to develop both simple and complex reports; 4. Determining alternate solutions to resolve financial management issues.
