About the Position: This position is located in the Facilities Management Department of Naval Hospital Bremerton. Personnel cubicle located in building 88 on the Naval hospital campus in Jackson Park is where most of the time is spent. Frequent trips to out buildings and the main hospital are expected for QA, project design, meter readings. Works independently with minimal supervision so working hours are flexible; limited to Monday - Friday between 0500-1800.
Duties
Responsible for the planning, design, cost estimation, scheduling, coordinating, and execution of facility construction, maintenance, repair and equipment
Serve as the Subject matter expert on all utility and mechanical systems for all Defense Health Agency (DHA) owned buildings.
Participate in contract award negotiations.
Government representative for general oversite and Quality Assurance (QA) on multiple maintenance contracts.
Review, logs and sign invoices, for all utility systems.
Prepare project design packages and scopes of work Scope writer and Project manager for utility construction projects.
prepare reports to present conclusions and recommendations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security (Tier 3) clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the completion of a pre-employment Physical Examination.
- Required to be screened for applicable immunization.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position is covered under the Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification II must be met within 5 years.

Specialized Experience: One year of specialized experience which includes: applying methods and techniques of engineering with electrical/mechanical industrial/commercial Construction; monitoring project construction; performing technical review of contract designs ensuring work meets contract standards; performing, administrative or technical work concerned with the quality assurance or inspection of all phases as apply to construction, maintenance, repair, and equipment projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
