The primary purpose of this position is: To serve as a supervisor, planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Readiness Branch of the Force Management Division.
Duties
Leads the team in identifying and making expert recommendations to resolve gaps in the readiness reporting process, including developing specialized analytical techniques to accurately project joint cyber workforce resources essential to respond to varied cyber contingencies and scenarios.
Leads the team in reporting current, unobstructed, worldwide force/capability inventory and force/capability commitment, availability, and readiness, and in demonstrating expert ability to readily discern and document the status of cyber forces.
Leads the team in actions required to acquire, develop, and sustain an acceptable level of joint cyber workforce capabilities in support of Command strategies, and/or to respond to validated CCMD requirements.
As first-level supervisor for civil service and military personnel assigned to the Readiness Branch, performs the full range of functions defined for such positions in Office of Personnel Management (OPM) guidance.
Determines and directs general workload allocation and task assignments to ensure total team efforts and objectives are efficiently and effectively accomplished.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include regularly applying judgment and ingenuity in interpreting the intent of guides, especially given the rapidly evolving nature of cyberspace operations and the impact of emerging IT technologies to lead team members in making major or novel adaptations to existing guides to meet requirements. The supervisor also leads the team in contributing to the DoD cyberspace community's body of knowledge regarding cyberspace operations assessments by assuring work products and analytical methods and tools are captured and shared among colleagues. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in application of personnel planning processes as applied to strategic and long-range planning, including use of the Joint Mission Essential Task List (JMETL) and the Defense Readiness Reporting System (DRRS) in assessment of Command responsibilities defined in Contingency Plans (CONPLANs) and Operational Plans (OPLANS).
2. Knowledge of and skill in applying management concepts and analytical methods applicable to the definition and justification of DoD military and civilian workforce requirements, and administration of allocated workforce assets.
3. Ability to work collaboratively with technical and functional specialists to assess current and projected workforce readiness requirements, and devise strategies and plans for effective use of available workforce assets.
4. Skill in oral and written communications to communicate information clearly, concisely and in appropriate formats.
5. Ability to conduct military/contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities.
6. Ability to evaluate complex workforce readiness issues, including ability to select and apply both quantitative and qualitative analysis methods to validate findings and recommended courses of action.
7. Ability to plan, organize, and direct the functions and staff of a small- to medium-sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
