Duties
Leads a team of Accountants and/or Financial Systems Specialists who provide support and services related to systems changes and issues to the Accounting Operations Directorate.
Establishing guidelines, internal controls and system specifications. Analyzes the effect of operational issues related to the assigned finance and accounting system.
Monitors daily system activities and schedules to ensure operational applications are working within the specified parameters of efficiency.
Researches, analyzes and assists in resolving daily system problems related to supported operational systems, interface systems, databases, and processing cycle issues.
Participates in the work of the team, coaches and facilitates the selection and application of problem solving techniques or work methods, and assists team in identifying solutions, priorities in and organizing to accomplish the work.
Distributes assignments among team members according to workflow, skill level and specialization. Monitors and reports on the status and progress of work, and checks completed work for quality.
Requirements
- Must be a U.S Citizen or National.
- Registered for Selective Service (males born after 12-31-1959).
- Suitable for Federal employment.
- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: performing financial systems analysis and assisting in the design, development, and support of automated financial systems including determining functional system requirements and describing system specifications to software analysts; conducting a variety of special studies for determining trends, identifying system problems; and monitoring the effectiveness of internal system controls.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
