About the Position: This position is with the Defense Health Agency. It is located at the Martin Army Community Hospital located on Fort Benning, Georgia. The primary purpose is to serve as an advisor on all civilian personnel matters. Ensures effective relations in terms of operations, advice and assistance in order to accomplish objectives in the areas of placements, assignments, reassignments, awards, leave administration and personnel entitlements.
Duties
Ensure that staffing priorities are observed and that personnel policies and requirements are addressed.
Provide advisory assistance to management on personnel actions to ensure management is in compliance with the administration of civilian program requirements.
Monitor internal systems and/or procedures regarding submission, processing and approval of civilian personnel awards appraisals, and training.
Coordinate with others on routine, high priority, and complex or controversial actions and requests, obtaining advice and recommendations to change or correct problem situations.
Requirements

- A favorable National Agency Check with Inquiries (NACI) may be required for this position.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience making recommendations to changes in human resources policies; and experience researching policies, directives, or regulations governing civilian personnel functions to aid in advising management; and experience preparing personnel actions reports for review and analysis purposes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management, Organizational Development Human Resources, Human Resources and Employee Relations

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
