Duties
Identification, integration, and tracking of Joint Capability and Integration Development System (JCIDS) processes between the CFT and HQDA, Army Capability Integration Center (ARCIC) and Joint and Army capability development agencies.
Overseeing the development/preparation of organizational documentation (e.g. TOE) and design (TAA), Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), and DOTMLPF Change Recommendations (DCR).
Formulating long-range strategic plans, goals, policies and objectives for the Cross Functional Teams (CFT).
Supervising personnel and responsible for the execution of administrative and personnel management responsibilities related to the accomplishment of the mission assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position requires you to obtain and maintain Requirement Management Level A/B/C Certification.
- This position requires you to obtain and/or maintain Defense Acquisition University requirements.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) Leading a Joint Capability and Integration Development System (JCIDS) processes for a Command which includes overseeing the drafting and staffing of capability documents (e.g., Initial Capability Documents, Capability Description Documents, and Capability Production Documents) with other proponents, Services, and the Headquarters, Department of the Army (HQDA); 2) Initiating, directing, coordinating, and overseeing the preparation of, or revisions of, appropriate materiel requirements documents, program management documents, test plans, and training plans (e.g., Individual and Collective Training Plan, New Equipment Plans, Facility Support Plans, Basis of Issue Plans, Quantitative and Qualitative Personnel Requirements Information, plans for Associated Support Items of Equipment, Integrated Logistics Support Plans, Materiel Fielding Plans and redistribution plans; 3) Coordinating force developments to ensure delivery of doctrine, organization, training, materiel, leader development, personnel, facilities and policy (DOTMLPF-P) solutions to provide the full range of maneuver support capabilities to the generating and operational force; AND 4) Expert knowledge of military organizations and their functions as they pertain to the Army, its components, the operational facilities where it may be accomplished, and interoperability relationships with other programs in order to exercise effective leadership in the completion of very difficult capability developments work and/or to individually accomplish the more complex developments assignments within the division and/or directorate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
