This position is part of the Office of the Secretary of Interior, Office of the Chief Information Officer (OCIO) and provides leadership to DOI and its bureaus in areas of information management and technology. To successfully service the Department's missions, OCIO applies modern IT tools, systems, and products. Effective use of technology and information resource enables accessibility and service to the public. The Budget Analyst provides financial and business support to the OCIO Staff.
Duties
Formulates budget presentation strategies; prepares and/or reviews budget estimates for submission to OMB and Departmental budget exhibits, special analyses, and budget justifications for inclusion in the President's budget or submission to Congress.
Manage the development of budget instructions and guidance in a collaborative manner with program staff and peers and other administrative functions.
Interprets and adapts fiscal guidance to develop and justify long and short-term office resources requirements.
Prepares and conducts presentations on budget processes, procedures, systems, and other budgetary matters.
Develops budget estimates, assesses shortages, and recommends appropriate solutions. Determines goals and objectives that need additional emphasis; determines the best approach for resolving budget problems.
Qualifications
At the GS-15 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Technical expertise providing large scale organizational or program management oversight in the area of budget formulation, presentation and execution and developing supplemental directives, standards, policy, and guidance; expert understanding of the budget process, including Departmental, OMB and Congressional rules, regulations, policies, and procedures; establishing budget standards, policies, and guidelines to ensure appropriate implementation and results meeting Departmental, OMB, and congressional requirements and timetables; leading, coordinating, integrating and managing multiple budget projects simultaneously.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
A written test is not required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
