The NIAMS is the principal entity within the Federal Government for research on rheumatic diseases such as rheumatoid arthritis and systemic lupus erythematosus; cartilage and connective tissue disorders such as osteoarthritis, muscle diseases and sports injuries, muscular dystrophy, musculoskeletal disorders, bone metabolism and biomaterials; and skin diseases such as epidermolysis bullosa and ichthyosis.
Duties
Provide oversight and management of the IRP budget as a core responsibility, which includes developing and providing justifications for the yearly budget request for the IRP and managing execution of funds.
Determine or recommend strategies and solutions that will further the IRP's overall program and scientific mission.
Provide oversight of organizational and procedural analysis and recommends managerial improvements in methods, organizational structure, and administrative policy.
Serve as coach, facilitator and/or negotiator in coordinating Team initiatives and in consensus building activities among Team members.
Assist the Chief in directing and administering the entire spectrum of financial, personnel and related administrative management programs
that support, facilitate, and enhance the program objectives and operational effectiveness of the Intramural Research Program.
Develop and implement mechanisms for evaluating the effectiveness and efficiency of program operations in relation to legislative, budgetary, and program planning.
Requirements

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-[XX] level in the Federal service obtained in either the private or public sector, performing the following types of tasks: applying quantitative and qualitative analytical methods to evaluate the effectiveness and efficiency of budget programs; evaluating the content of new or modified legislation for projected impact on budgetary programs; providing guidance regarding fiscal tracking and evaluation of contract and financial activities; and participating in strategic program planning and evaluation of long-term program goals and directives.
