You will serve as a NAVAL WARFARE ANALYST in the Doctrine, Concepts, Analysis, NLLS, Navy Warfare Development Center of NAVY WARFARE DEVELOPMENT.
Duties
You will assist the doctrine director in the development, approval, and distribution of Navy service doctrine.
You will develop and maintain doctrine staffing and process plans to support NWDC?s doctrine mission.
You will manage service doctrine per procedure delineated in OPNAVINST 3510.16 (SERIES).
You will provide for continuing review and update of the UNTL to respond to emerging change requests.
You will maintain and make accessible the master copy of the UNTL.
You will serve as coordinator and PRA for the UNTL,

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the gs-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience performing the doctrine development process, and other Service (Marine Corps, Army, Air Force, and Coast Guard) doctrine, concepts, and CONOPS.
Experience utilizing OPNAVINST 3510.16 and the Universal Naval Task List (UNTL), Navy Mission Essential Task List (NMETL) development and approval process
Experience managing the responsibilities as coordinator and Primary Review Authorities (PRA) of the UNTL
Experience developing and maintaining close relationships with Warfighting Development Centers, Operational and Platform Agents, other Services for naval publications development and maintenance and NMETL task generation and development.
Experience refining and revising the Universal Naval Task List (UNTL), coordinating with the USMC and USCG.
Experience applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Experience interpreting administrative policies, regulations, and precedents applicable to the administration of one or more important public programs.
Experience coordinating an agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
Experience planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
Experience interpreting OPNAVINST 3510.17/3500.38 (Series) to include UJTL and NMETL processes, procedures, and training.
Experience interpreting naval Policy, strategy, concept, CONOPS, doctrine and the doctrine development processes.
Experience with joint, combined, Navy, and naval warfare objectives, operations, concepts, and doctrine (e.g., joint pubs and NWPs).
Experience with major weapons systems as applied to naval and joint operations.
