This vacancy is for a Budget Analyst in the Office of Policy Coordination and Management, National Telecommunications and Information Administration within the Department of Commerce.
Duties
As a Budget Analyst, you will perform the following duties:
Develops cost-benefit analysis of proposed budgetary and program actions and advises.
Performs a wide range and variety of budget analytical and operations functions including preparation of regular reports and special projects
Assists in monitoring the Congressional budget review process by reviewing, analyzing, and interpreting authorization, appropriation, and conference committee reports.
Assists in developing and preparing testimony and a variety of documents for use by the Agency in testifying before Congressional appropriation committees; assimilates data and prepares tables for use in the budget formulation process

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Develops cost-benefit analysis of proposed budgetary or program actions; and assimilates financial data and prepares tables for use in the budget formulation process.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Evaluating programs' budget decisions or spending forecasts and providing recommendations or assessments of operating impacts; and reviews, analyzes, and interprets existing and proposed legislation, executive orders, policy, or regulations; and independently assesses financial budgetary strength of offices and/or programs to determine forecasted expenditures.
