The primary purpose of this position is to provide key advisory services to senior leadership and vital HR administrative support assistance to all assigned civilian personnel on a variety of administrative and technical duties involving personnel management, resources management, and manpower analysis management issues impacting organizational matters.
Duties
Serves as the primary point of contact for Civilian Personnel services involving position management, staffing, placement, and classification.
Provides guidance to commanders, supervisors, and managers on a broad scope of performance management issues in coordination with local Civilian Personnel Section (CPS), legal office and union representatives.
Serves as a civilian personnel program management specialist coordinating and implementing a myriad of civilian personnel program services for the HQACC/A4T, Det2.
Prepares written correspondence and other documentation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-07
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification; (2) knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions.

EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
OR
SUPERIOR ACADEMIC ACHIEVEMENT (SAA) may also substitute for the experience required at this level. SAA is defined as a Bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, having a class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification; (2) knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification; (2) knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions; (3) ability to develop new or modified work methods, processes, and/or procedures to improve organizational efficiency/productivity.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related.

GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification; (2) knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions; (3) ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing; including preparing and conducting formal and informal briefings, both verbally and in written form, with internal and external senior leadership on significant and serious matters that affect Civilian Personnel Program Management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible:
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification.
2. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions.
3. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.
4. Skill in conducting detailed analyses of complex civilian personnel functions and work processes.
