About the Position: This position is located at Falls Church, Virginia with the Defense Health Agency. This is a Direct Hire Solicitation. Salary negotiation may be available for those new to Federal service.

Duties

Provide direct advice on financial management related issues to managers in the DHA HIT Directorate and its subordinate entities. Manage annual financial performance planning, ensure program integration, and coordinate financial management for the program. Provide advice in the management, direction, oversight, and creation of policy in the areas of financial planning, funds allocation, budget execution, purchase request worksheet processing, and contract financial administration. Adapt organizational policies, goals, and objectives and establish methods of fiscal operation. Engage in continuous process improvement activities, highlighting process gaps, non-value-added activities, or specific lessons learned or improvement opportunities related to overall resource management effectiveness across the entire organization. Manage the quarterly reporting of performance against the approved plan. Identifies significant variances and associated corrective actions, and makes recommendations regarding re-baselining requests. Prepare financial papers and briefings as required.

Basic Requirements for FINANCIAL MANAGEMENT ANALYST: Specialized Experience: One year of specialized experience which includes assisting with establishing standard budget/financial structures; monitoring the program budget; developing recommendations regarding purchase requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
