You will serve as a HUMAN RESOURCES SPECIALIST in the Labor & Employee Relations Branch of MARINE CORPS BASE.

Duties

You will serve as the CHRO-E technical representative for coordination of HR information systems, including DCPDS, MyWorkForce, MyBiz+, TWMS and HRLink. You will establish DCPDS accounts for users as required. You will advise and assists on issues which are sensitive, serious, or controversial. You will serve in an advisory capacity to management on disciplinary/adverse actions and related employee relations cases of varying complexity. You will advise on the regulations/guidelines, processes, and procedures of the Federal Employees' Compensation Act (FECA). You will serve as the central processing point for traumatic and occupational injury claims originating at the installation.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver?s license.

Qualifications

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising on local implementation and operations of the Total Workforce Management System (TWMS); Defense Civilian Personnel Data System (DCPDS) and HRLink. Assist on a variety of conventional problems, questions, or situations; compiles analytical reports and makes recommendations for decisions by higher authority and affect customer perception of the overall quality and service of the Human resource program. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical expertise on local implementation and operations of the Total Workforce Management System (TWMS); Defense Civilian Personnel Data System (DCPDS) and HRLink. Advise on a variety of conventional problems, questions, or situations; compiles analytical reports and makes recommendations for decisions by higher authority and affect customer perception of the overall quality and service of the Human resource program. Education

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education as follows:

GS-07:
  • 1 full year of graduate level education or superior academic achievement
  • Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
GS-09:
  • Master's or equivalent graduate degree or
  • 2 full years of progressively higher level graduate education leading to such a degree or
  • LL.B. or J.D., if related
  • Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
