The Office of the Chief Information Officer (OCIO) is responsible for planning, developing,
implementing, managing and supporting data processing, telecommunications, and information
resources management systems for Headquarters and Field offices of the National Labor
Relations Board (NLRB). This position is responsible for application development, operations
and maintenance, information architecture and comprehensive IT project and program
management for Headquarters and Field offices.
Duties
As a Supervisory Information Technology Specialist GS-2210-15, your typical work assignments may include:
Developing the Agency's Data Reporting Strategy to provide insight to Regional and Program offices on all data governance issues.
Identifying the strategic infrastructure investments and integrations to support open data and automate data quality and data management functions.
Ensuring that the Agency's technical infrastructure and data management policies and guidelines effectively serve the needs of internal and external stakeholders.
Leading the statistical analysis of initiatives with focus on improving agency data collection and maintenance standards and recommending strategies to ensure and improve data integrity.
Identifying opportunities to improve organizational outcomes using data, builds and oversee predictive models, and interpret data to highlight novel insights.

Ideal Candidate Statement:
The ideal candidate will serve as an authoritative expert on the Data Management Systems, utilizing their knowledge of datamining and data warehousing systems. Ensures the application of information security and/or information assurance guidelines, ideologies, and practices in the distribution of data management services.
BASIC QUALIFICATIONS
To be basically qualified for this position, applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Information Technology Specialist (Data Management), at the GS-15 grade level in the following elements;

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SELECTIVE PLACEMENT FACTOR
In addition to the Basic Requirements listed above, applicants must have at least one year of specialized experience equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties:
Advising senior leadership on data management policies and practices by serving as an authoritative reference promoting program integration with diverse stakeholders.
SPECIALZED EXPERIENCE:
In addition to the Basic Requirements and Selective Placement Factor listed above, applicants must have at least one year of specialized experience equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory Information Technology Specialist (DATAMGMT), at the GS-15.
Utilizing data management best practices to reduce program costs by maximizing data reuse and minimizing data duplication.
Promoting data literacy and leveraging data to support evidenced based decisions.
Making public data assets available as required by the OPEN Government Data Act
Developing and maintaining a comprehensive enterprise data inventory.

TIME-IN-GRADE REQUIREMENTS
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-12 for the GS-13 is required to qualify for this position. (NOTE: All Agency employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive). As a current NLRB Career or Career Conditional employee, you may determine your status by checking block 24 on your SF-50. The block must reflect "1" or "2". Also, block 34 must reflect "1". A copy of your SF-50 must be provided for verification.)
