The Department of Energy's (DOE) Office of the Chief Information Officer is looking for a dynamic, innovative, seasoned executive to serve as the Principal Deputy Chief Information Officer within the Office of the Chief Information Officer (OCIO).

Duties

As the Principal Deputy Chief Information Officer you will: Collaborate with and assist the CIO in managing, directing, and executing the operations and functions of the OCIO. Provide detailed statutory requirements of the extended DOE enterprise to include: the National Nuclear Security Administration (NNSA), the Energy Information Administration (EIA), the Power Marketing Administrations, and National Laboratories. Represent the CIO and the department in meetings including lnteragency Policy Committees, management officials from the White House, Congress, and other federal government agencies, conferences, and other relevant stakeholders. Support the Department and OCIO external affairs activities to include the development or review of press releases, rollout announcements, and other communication products. Establish and implement outreach initiatives related to departmental information technology solutions. Oversee OCIO budget formulation and proposes, presents, prioritizes and justifies budget line items in coordination with cross-cutting DOE-wide information technology requirements. Assist the Chief Information Officer in leading overall information technology strategic planning to achieve business goals by prioritizing information technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects. Manage preparation of responses to the White House and Congressional inquiries as required. Analyze proposed legislation, regulations, policies, and procedures to determine the DOE management IT posture. Provide advice and direction related to IT modernization and cyber management in accordance with the Federal Information Technology Acquisition Reform Act (FITARA) and the Federal Information Security Management Act (FISMA).

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, aseparate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below. Failure to submit a document addressing each MTQ will result in your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated expertise in planning, development and oversight of enterprise-wide strategies, plans, service (including shared device) delivery, system and infrastructure consolidation programs for large, diverse organizations and experience doing so in consultation with various stakeholders and constituencies requiring management of strategic and sometimes competing objectives. MTQ 2: Demonstrated experience developing a vision and strategy for a large organization and aligning budget and implementation plans to that strategy. MTQ 3: Demonstrated skill in communicating on technical issues with executivse, line managers and staff managers, in order to devise responsive, efficient information resource management solutions to program-critical tasks, including demonstrated ability to present complex technical issues in clear, concise terms.
