Positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP), Division of Technology and Network Management (DTNM) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
This position serves as DTNM's Deputy Division Chief. As the Supervisory IT Program and Deputy Division Manager, the incumbent serves as the alter ego to the Division Manager, and is involved with all aspects of Division operations pertaining to Systems Administration and Network Services. Duties may include but are not limited to the:
Management of IT program activities including stakeholder management, resource management, and portfolio management.
Management of IT systems overseeing the operation, maintenance, administration, and enhancement of the IT infrastructure, Local/Wide Area Networks, and IT support services. This includes the management of IT systems through all phases of the Enterprise Life Cycle.
Prioritization and allocation of resources to include multi-year planning and ensuring IT standards and best practices are followed. Developing, administering, and executing the operating budget as well as overseeing the efficacy of various IT contracts provision of services.
Leadership of subordinate supervisors and professional staff on research, design, development, management, and implementation of IT systems that support all phases of the IT infrastructure; enterprise facilities and services for database management and application support; servers; data storage; remote access; communications; as well as enterprise connectivity and availability between various facilities.
Development of goals and objectives for subordinate supervisors and professional staff, assigning and balancing work, evaluating performance, recommending and approving awards, counseling and disciplining employees, selecting employees for appointments of internal placements, approving employee training, approving employee leave requests and establishing leave rosters.
Requirements

Minimum Qualifications
Experience
IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. An experience indicator at this level includes planning, prioritizing, and organizing project/program requirements.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. An experience indicator at this level includes in-depth analysis and resolution of complex problems such as assessing customers' needs and tailoring information about products and/or services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. An experience indicator at this level includes orally justifying decisions, conclusions, findings, and/or recommendations in a professional setting such as orally presenting project/program-related information to engage in open and constructive discussions and sharing of information.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. An experience indicator at this level includes gathering and analyzing facts, drawing conclusions, and developing recommendations/identifying alternatives to solve complex problems such as utilizing various sources to conduct research to determine proper alternatives and providing recommendations to resolve project/program-level issues that impact the work and outcomes of an organization.
AND
Specialized Experience
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, i.e. GS-14, in the Federal Service. Specialized experience is defined as all of the following:
1. Demonstrated experience managing Local and Wide Area Networks (LAN/WAN) in an enterprise environment. An example of an experience indicator at this level includes the management of desktop deployment, WAN provisioning, LAN administration, and remote connectivity and deployment.
2. Demonstrated IT Project Management experience providing products and/or services. This level of experience may have included any of the following: defining the scope, determining required resources, risk management, defining requirements for deliverables, quality control and assurance, evaluating the effectiveness of completed projects, and/or financial management.
3. Demonstrated experience performing IT procurement and acquisition activities. Examples of experience indicators at this level include any of the following: preparation of procurement activities to include statements of work (SOW) and cost estimates; contract compliance efforts to ensure products and services meet contract terms; asset management efforts to include the installation, life-cycle maintenance, and disposal of hardware and software; or, the preparation of budgets and spending plans to include the justification for expenditures.
