Relocation expenses will not be paid.

Duties
Serves as key advisor to the IG and as core member of OIG’s senior leadership team. Advises the IG and senior leadership team on management and IT trends in the Federal government and OIG community, and on anticipated technology needs for the OIG. Supervises and oversees the work of Office of Management (OM) employees related to budget and financial management; human capital and acquisition, and outsourced shared HR-related services; information technology, communications and security; and information and records management. Evaluates subordinates’ performance; approves leave, timesheets and training; recommends promotions, reassignments, and disciplinary measures, as necessary. Establishes, recommends and implements long-range work plans and goals in alignment with OIG’s strategic plan. Provides oversight of contractors and contracts and memorandums of understanding for personal services, and ensures that the technical scope and terms of IT and HR-related contracts are met.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in grade requirements by the closing date of this announcement.
GS-15In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience includes: 1. Experience supervising, leading or overseeing Information Technology staff and any/all work performed by staff. 2. Experience designing, developing and managing complex IT systems for an organization or agency. 3. Experience advising senior leaders on a full range of programs including information technology, human capital resources, contracts and contractors, and funds management. 4. Experience briefing senior leaders on new, emerging information technology trends. 5. Experience directing the development of IT policies ensuring that all security requirements are continuing to be met. 6. Experience presenting briefings to senior leaders on complex and controversial IT issues. 7. Experience managing and overseeing IT contracts including developing statements of work, ensuring performance deliverables are met and hiring IT contractors to staff contracts appropriately.
