Duties
Ensures compliance with the Federal Financial Management Improvement Act (FFMIA) and Office of Management and Budget (OMB).
Develops, analyzes, and documents complex system requirements for financial management.
Works with the counterparts and accountants to determine adherence of the FFMIA compliance indicators as it relates to the General, Transaction and Working Capital Funds for the TFM requirement and measures progress towards their compliance.
Develops test testing documentation and perform system testing of EBS-SAP to evaluate the results and identify gaps related to the system ability to capture data that facilitates transaction processing in compliance with FFMIA.
Ensures business processes are in compliance with applicable laws/policies/regulations, documented and regularly maintained and risk evaluated and mitigated.

- This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
Qualifications
To qualify for a Financial Systems Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Expertise in researching financial systems and analyzing transactions for finance specific information.
- Demonstrates knowledge of accounting policies and requirements established by DoD, OMB, GAO, FASAB, (Federal Accounting Standards Advisory Board), Treasury, NIST and Congress.
- Applying and adapting analytical techniques and evaluation criteria to investigate, analyze and evaluate the effectiveness and efficiency of internal controls with the business process narratives and standard operating procedures of the financial management processes to document observations, support development of recommendations and solutions.
- Providing written and oral analysis on trends and discrepancies within business specific data for senior-level management.
- Extensive knowledge of systems, Applications, and Products in Data Processing (SAP) to include working in the financial modules.

Substitution of education may not be used in lieu of specialized experience for this grade level.
